present no British subject on the customs indoor staff here.

On the re-opening of the river, customs control will be

limited to day-time steamer traffic; junk and probably tow

traffic will be excluded. Sub stations will not function and

preventive work will not be allowed in the Delta. Jest River

customs houses (Kongmoon Samshui et cetera) will not be re-opened.

Japanese Navy will continue to control all aids to navigation in the

Pearl River. Canton customs will resume [?revenue] control over

cargo landed and shipped at Canton only. Whampoa will be

expressly excluded. Thirtytwo additional Japanese will be

appointed to the Customs staff.

"New tariff" will be enforced.

Yokohama Specie Bank will in all cases act as customs bank.
